Can some identify?

Bought this gem at the thrift store today for $15 (she had clothes. Took them off to research how to clean her clothes). Her hair was pulled up with a regular hair band so I took it down and have slowly detangled her hair. The back of her neck says The Pleasant Company. The tag on her side has a 2008 on it. I thought she might be 27(?) but she doesn’t have feathered brows.

Also, any tips on getting her hair to look less frizzy and restore her waves welcome!
