Troubleshooting GE oven (IGNITER)

I’ve got a GE oven (JGBP35WEW1WW) that isn’t working, and I’m assuming that the issue is the igniter needing to be replaced, as that is the most common issue.

I thought that I might troubleshoot it by taking the bottom tray out, turning the oven on to bake, and manually lighting the over burner with a lighter. This didn’t work because there was no gas coming out…

So now my question is: does this indicate that my problem is different than the igniter? Or is it still most likely that? Does the oven wait for the igniter to get hot before releasing gas?
