Merge (2) 3 way switches

I have a 3 way switch that controls my basement stair light and another 3 way light that controls the basement ceiling lights. Is it possible to merge them together so the light switch on top of the basement stairs controls the basement stair and ceiling lights, like a 3 way switch for all the lights with 3 separate switches. Note the stair light switch and ceiling light switch are next to each other at the bottom of the stairs.
