Is it normal to have this much trouble starting HRT?

So I (34 MTF) live in the northeastern US. I have been trying to talk to a doctor to start HRT for almost a year now. Originally I had to wait 6 months for my first appointment. Then they ordered blood work and I had to wait another 2 months for the next appointment. I was told to wait until 2 weeks before my appointment to do the blood work so I did. I went to the appointment but the results weren't ready so we had to do a follow up appointment. And of coarse the next appointment wasn't for 2.5 months. The appointment comes and suddenly it is rescheduled to three hours from when I was notified it was being moved. I couldn't attend it so they kick it back another week. Then it comes around again and I get a phone call saying they have to cancel my appointment because it was double booked. Now I have to wait another 3 months and redo the bloodwork because the results are stale. It is getting to be depressing. it almost feels like they are deliberately making it hard to start HRT even thought that is what they are supposed to be specializing in. Has anyone else have this issue. I feel like I should find a different provider because I think this will just keep happening.

edit. I have two genetic disorders that make very extremely warry of do it yourself HRT. I don't think that would be a safe option.
