EVA (BR) JFK<>TPE

I have a bunch of Citi TY Points I plan to transfer for EVA InfinityMiles for J seats JFK<>TPE. I see a bunch of J availability throughout the 2025 for multiple USA hubs (SFO, LAX, SEA, ORD, IAH) EXCEPT for JFK. Virtually every day, there's no JFK availability. I an inferring availability when it says "available" instead of "waiting"

I have not transferred the points to EVA air yet. Could that be a reason? Am I stuck having to book 1 year in advance if I want to book nonstop JFK<>TPE or have to book a repositioning flight?
