How do you "build" your deck in balatro

I seen high skilled players with decks full of enchanted kings all with red seals, I know they used DNA, blueprint and brainstorm, but how dou you remove your other cards? since as far as I know nothing does that but tarot cards and spectre cards which are kind of rare to get the ones that destroy cards
