Repainted or no?

To the cycling community, how can I tell of my bike has been repainted. I recently got a SPECIALIZED bike from my brother, saying that it was only stocked at his in law's family. My friends recently saw my bike and noticed the welding is a bit suspicious, same with the decals a the back, can any of you tell if it's repainted or not? I can't find the serial number either.
