I feel like the game is clunky? (CBR+PNK)

Hey there! I've tried the system in a one shot with my friends (we come from DnD 5e, Pathfinder 1&2E, Cyberpunk RED...) And as the title of the post says I felt like it was clunky when it came to position and effect discussion.

Maybe we need to play more to get the hang of it (or I should have played BiTD before), but this is what happened:

DM: "The man you are trying to catch through the streets tries to run away".

Player 1: "I try to run and try to tackle him into the ground, I think it should be AGGRESSIVE + Athletics"

DM: "Seems fine to me, the streets are busy with people that could mean trouble or even the police, I find it risky. And since there isn't anything troubling you directly or he has an advantatge, I think the effect is 2 (can't remember the name now)."

Player 1: "I use a flashback because I have legs that make me run faster to help me here."

DM: "Ok, where did you get them?"

Player 1: Explains, I make him roll for influence + stealthy. (Fails, I put him debt 2.)

DM: "Now you have effect 3, want to roll?"

Player 1: "Sure"

Etc, etc.

I found that a thing that could be done in a second in other system takes its time with CBR+PNK with flashbacks, rolls, discussing effect, negotiating the effect, etc... Making the game more "meta" and less "In character".

I think I did it right, but the rest of the group was waiting for "their turn" and it felt like a conversation between the two of us. Maybe we don't have the right mindset or we are playing like other systems? I would love some feedback about what could we do to improve and enjoy the game to it's fullest, because we are really interested! I thought about playing BiTD before continuing with CBR+PNK.
