Around $1000 General Purpose PC that can be used for Machine Learning + VR

I mainly used my Lenovo Ideapad 3 (i7 1065g7) for my undergraduate Machine Learning (ML)/Deep Learning (DL) researches. Now that I have my degree, I still want to pursue some ML/DL projects, but I want more performance than my current machine that fits my limited budget. I plan to use it for Steam VR once I get a VR Headset

  • New build or upgrade?

    • New Build
  • Existing parts/monitors to reuse? (List with models/links)

    • I have some monitor/s, keyboard/s, and mouse, but you can include a monitor in the build (but exclude it in the price).
    • No PC parts though.
  • PC purpose? (Gaming, editing, etc. List apps/games)

    • I will use it mainly as a general purpose PC that can handle:
      • ML/DL projects that handle: Tabular data, images, etc.
      • (Notable) Games that I find too hard to run decently on my laptop:
      • Other popular games - I just want them to be playable, even if low-mid spec
      • Image/Video editing once in a while.
      • 3D modelling as I like to make some VR Chat avatars (+ would dabble in some world creation)
  • Purchase country? Near Micro Center?

    • Philippines. Not near a Micro Center.
      • Some parts might be hard to look for in my area, best to recommend some "popular" items/brands.
      • Can purchase online via local online shopping apps (like Shopee and Lazada)
  • Monitors needed? (Number, size, resolution, refresh rate)

    • If you want to, but exclude it in the price.
  • Budget range? (Include tax considerations)

    • Around $1000. I can go above it with considerations, maybe up until $1500.
  • WiFi or wired connection?

    • WiFi
  • Size/noise constraints?

    • If there are any silent fans then please do, but anything works.
  • Color/lighting preferences?

    • Any works, idc about the looks.
  • Any other specific needs?

    • "Can also be used for Web Dev" is a very low bar to set but I'll just mention it here too.
    • Don't include Windows license, I'll just run it unlicensed 'til I get annoyed by the wallpaper.
