Will an apartment broker be willing take a client with a lower budget?

I learned that apartment brokers are free and typically get paid by the building company in the rent amount. Every broker I see on social media is a "luxury" broker, but my budget is $1400 and I'm looking in Lincoln Park which I know is on the low side. Do some brokers still take non-luxury clients? If so, anyone have recommendations on who to use (or who not to use)?
