Is this plume?

Hi! Just found a few of my old monte carlos. Is this what you call plume or is it mold? And if so, should I throw them out?

I'm no smoker but I used to smoke a cigar once every while with my friends. I think I bought these about 14 years ago and completely forgot about them when moving to a different place 8 years ago. Is there anything I can salvage?
