Bus Operator Reliefs in Terrible Places?!?

Let me start off by saying, I am not talkin smack about bus operators!!

My complaint is with what I believe to be AWFUL placement of 'operator reliefs'. Why don't they just do the handover at the end of routes? Most of the 'trade of' spots I can think of are only 5-10 minutes out from where the route ends. It makes for a VERY frustrating ride when you are already on the bus, and you are close to your destination, but instead of progressing yah just sit there.

Anyone know why this happens, and what can be done about it?
