Lost the ability to Skip Dialogue, is this happening to anyone else? [Patch 1.61]

Recently, I lost the ability to skip dialogue of any sort, and unfortunately I don't know when it began exactly. Not only will the key not work, the prompt to skip doesn't even appear.

At this point, I can't even skip vendor dialogue. I tried several solutions, but I haven't had any success. I tried changing key bindings, reloading to previous save, verifying integrity of game files, and I even tried refreshing the game after a cutscene with the joytoy fix. Nothing seems to be working.

Has anyone else experienced this post 1.6?
