Question about hotspots

I am using DD as a weekend side gig. I did click start dash tonight just to see what it looks like when they send an order.

What is the purpose of the hotspot? Do they stay the same? I have one less than 1000 yards from my house. Why can’t the app just use GPS and the access the Internet through cellular data? I am sorry if this is a dumb question.
