Car blocked in.

Just looking for some advice here. First of all a bit of context- I live in a flat with communal parking (no designated spaces for residents) the property is owned by the local council but I own my flat, I pay a service charge for the up keep of the building and surrounding area. I went to leave for work this morning to find that my car had been blocked in by someone, I do not know who owns the car or if they are a resident. This was at 5:30 so I could not really sit there beeping my horn and there are about 30 flats so buzzing each one was not really an option. This has happened a few times before, reported to the local council (online) but just got fobbed off, also reported (online) to the police but again nothing happens. In order for me to get to work on time I had to pay out for an Uber as public transport would have made me late. Any advice on how to escalate this with the council etc would be greatly appreciated.
