Why isn't there any free pitch

So I was watching a documentary on France Football and in one of the clips, they showed various street and grass pitches where people where playing and that too for free. No wonder countries like France are so good in football. But when you search for a pitch here in the UAE and Dubai, there are no free pitches and unfortunately, you have to book them. Why is that? Why don't they build free football pitches for people to play and train in? They do it for basketball so why not football?
