Inflammation down —> scales?

Hi all, did anyone else’s irritated, raw, damaged moisture barrier lips turn to full-fledged scales upon application of hydrocortisone or other steroid? I have had what I thought was contact dermatitis on my lips for two months now. I suppose they have been worsening over time but neither my GP nor the first derm I saw was much help (granted, I didn’t have the scaly scabs when I saw him). But now that this ointment is in the mix, I have the scales/scabs all across both lips. Is it that the inflammation has gone down and now my lips are trying to put that tissue back together? I can’t tell what is progress and what isn’t. But it’s way more noticeable now with the scales/scabs.

ETA for anyone who reads this: I saw a new derm who prescribed Eucrisa 2x a day and Hydroval 0.2% 2x a day for a couple weeks. The scabs came off with application of ointments within 3 days. Which was a blessing. However for the past 2+ weeks, I’ve been dealing with really thin buildup daily along upper lip and lower lip - mostly along on the wet vermillion border; however, no dead skin grows in a large portion of the lower lip (still super raw) as this is where most of my irritation was and continues to be. Dermatologist tells me to gently exfoliate this with warm water. Pics for reference https://imgur.com/a/ri69luE

FWIW Mine was caused by an allergic reaction and I’ve yet to pinpoint the culprit.
