Can't edit the cover photo of my business page

Hey guys! Did you experience this too, or is this a sitewide thing? I tried to look for solutions through Google Search, and facebook support is a piece of shit so here I am. I am trying to edit/change the cover photo of my business page. The 'Edit Cover Photo' just does NOT exist both in Meta Business Suite and in the New Pages. For some reason, even though I am an admin, I can't switch profile to my business (could solve the cover page problem). I tried uploading the cover photo through the mobile app (Meta Business Suite) but errors persist.
