Issue with the plasma cutter prep for Cayo

Ive done all the other preps but Plasma Cutter.

Problem is I don't have the option to send Pavel the pic from the planning board and I can't continue the misión.

Ive changed sesión, location and tried like 10 times at this point over 2 days. Should i cancel the heist and do everything from Zero?
