Is it normal to get newspaper with petrol???

I filled up fuel today morning at around 7am and the fuel station person handed me today's newspaper as I was leaving. I initially didn't understand the situation and stood there quite confused but then I took it and looked back, she had a huge bundle next to her and interestingly it was only at the N95 pump. And she was handing it to everyone who filled premium fuel.

I never filled fuel at 7am(Office commute hours) just to avoid crowds, generally I either do tank fills at night or really early morning before a ride (~4am)

Is it normal everywhere during commute hours? Have I not known this for years? Or is it just a marketing thing for a localised newspaper?
