[Question] Problem with Cydia not having access to WiFi

In the midst of Jailbreaking I managed to get Cydia installed and it crashed when I entered it, so I went to rerun the Jailbreak, but during the rerunning of the Jailbreak a pop-up came up asking for permission for the App to use data, [OFF, WLAN, WLAN & Mobile], but in that time it came up unc0ver finished running and I couldn't press allow WLAN & Mobile in time. I'm unable to find Cydia in the apps section in the settings so I can't turn it on which is what I'd normally do if I missed that pop-up.

Things I've tried:

Resetting Network Settings

Resetting All Settings

Checking the

-Reinstall Cydia

-Reset Cydia Cache

-Restore Rootfs

Before jailbreaking again.

Ios 12, iPhone X, my phone was a gift from a relative who bought it in China so that may be the reason why it has a setting asking for permission for an app to use WLAN & Mobile as I don't see others having it.
