How to Block Sequioa?

We have had a Restricted Software policy for InstallAssistant that has worked for the past several macOS versions for preventing an upgrade of macOS. This does NOT seem to work with Sequoia. Does anyone have a solution to prevent macOS upgrades to Sequoia?

I know that I can defer major upgrades for up to 90 days with a Configuration Profile (which I have just quickly deployed), but I would really like a permanent solution like we have had in the past.

Edit 1:

I added a block specifically for Sequoia and it worked. Not sure why the previous generic block no longer works, but we are good now.
