Where to complain when you have shitty neighbours and their electricity wire goes over my house and electricity department already gave up.

My 2nd floor house construction is going on and its way inside my property, my head will touch the wire if I stand at edge of my terrace. Neighbours are worst, even when i agreed to pay for wire and meter they aren't reluctant to change. The electricity department (MVVNL) says if neighbours don't agree, they can't change even if it cost my life. The wire is 35years old atleast and thus very risky. Where else can I complaint to address this issue? Situation is of Gomti Nagar
