Who is the strongest character in Drakengard/Nier Verse ?

I don't honestly think it's Emil...

Nier Verse is using magic obtained from corpse of a dead dragon... Emil is also the result of that magic...

Zero is an intoner and has full access to that magic with a living dragon..

Emil turning things to stone shouldn't be something new for Drakengard Verse since we got to see immortal child and more crazier stuff.

But who is truly the strongest character in Nier/Drakengard Verse ?
