Doing XR before doc sees patient

(Work in an urgent care) My provider insist that we XR the patient before he sees them. I understand that most XR needs are obvious but sometimes patients will come in with 3 body parts hurting and he wants us to just go ahead and xray anything and everything. I have patients say “oh well I don’t think it’s broken” and I then explain the benefit of getting an XR. I just feel like it would mean more to them coming from the provider. Also as I’m not the provider, I don’t feel like that’s for me to determine. Today we had a patient come who hurt their ribs and said they were a 10/10. I go tell him and he literally doesn’t move from his desk. I proceeded to take XR, ask if he saw anything and he said no but I guess we can order a CT. Like not taking charge of the situation at all. Then later my boss comes up to the staff and he told her we were being too “hype” about this patient and he thinks they are fine. He said we are taking charge too much and telling him how take care of a patient. But he said absolutely nothing to us and barely spoke to the patient. Idk guess I’m just asking if this is normal from a provider.
