How to intervene/ get help for neighborhood domestic violence situation? What resources are available?

I have a friend who lives in an apt complex, and for the last few months a black queer couple, both women, have been having very loud and heated arguments that can be heard throughout the complex. Recently one of the women screamed for help. So, my friend is wondering who she might be able to call. Calling the police isn't an option for many, many reasons. We're especially worried about finding the right resources because queer dv is often ignored or minimized, and of course racism is a huge problem. Should she call 311, or...?
