Expert but tier 1? (PhD)

I was recently hired as an “expert” but somehow it appears I am in tier 1 (with much lower pay than I expected). Has this happened to anyone else and have you sorted it out? I thought an expert would be a higher tier (I have a PhD in an applicable field for reference). I reached out to support but haven’t heard back. Thank you!
