Stop saying the silence is deafening
From what I see the silence is them fighting as hard as they can for us and only issuing the bare minimum to meet the requirements of these OPM memos by their deadlines rather than acquiescing right away to whatever nonsense comes out without analyzing it for legality all the while looking for ways to protect us, etc. At least the management I report to is working crazy long days every day, with meetings going well into when many of us are sleeping. No one can say if they will win any battles but they are trying! If you personally, whatever your position, location, telework program, union status, probationary status, etc, get ANY sort of exemption from these EOs and guidance memos it's because there are people going to battle for you right now.
Will they win? Who knows. But compared to what I've heard at other agencies at least they are trying.
