What does this game even want?

What kind of network is this game expecting from me? Input delay, Lag, players running even after I've left the dash button, winger running away from my pass. I'm always on a full 5G network, yet all I get is 2 bars on matchmaking, barely 3 bars. I don't even play Division, but God damn it, let me get away with my 50 coins and play AI.
