Worried my apartment complex is making my dog leash reactive

I have a 4mo old Aussie whos perfect in every way //except// when walking around my complex specifically. I work at a doggy daycare/boarding facility and he comes daily. He's good in dog groups and is surrounded by dogs daily with no issues. He loves to play and shrugs it off when dogs correct him for getting in their space or trying to play when theyre uninterested.

At my complex he's a different dog and I have some ideas why. He's been jumped/run up on by off leash dogs multiple times that I've had to report to the leasing office. I always have him on a leash but there are four dogs in particular that have either escaped their unit or the owners just open the front door for them to roam. Walking him at the complex is difficult, he's on alert because of these dogs and is reactive of every dog, leashed or not as well as sometimes people (especially at night). Boofs, barks and growls at them, I do my best to redirect with treats, excited voices, "lets go this way! lets go lets go!" and praise when he does look at me. This complex has put a huge fissure in his development. The only fix I can think of is hiring a trainer to do house-calls but that is major money that would be hard to conjure up quickly.

The upside is it IS only at this complex he's this way. Out in public elsewhere he's a gem. We walk around shopping strips, around the dog facility, at a few parks and he's perfect. It's just my complex (I hate this place anyway for a few reasons, as soon as my lease is up in 9 months I'm leaving).

What can I do more?
