The wanted system.

The vanilla wanted system is seriously flawed. I was wanted, it said unknown suspect. I got out of the red circle and waited for it to go away. I got away no bounty. But when i return to the area, the police immediately apprehended me and wanted to arrest me. Can anyone explain how this works??!?
