Stuck at N.O.E mission

I think I’m 51% done the game but I can’t get past this mission and there are literally no others on the map. I can’t move on until I pass it. HELP?! 😭 I almost broke my remote today. What is the point of flying if I have to fly so low? Makes no sense. Also I’ve gotten to 50% with no cheats and don’t want to use any cheats. I haven’t even tried to at all.
