How to decline ARCs as a debut author??

I posted ARC sign ups and I’m SO thankful that a lot signed up. BUTTT I can’t possibly give out free copies to all 50+ signups. Im thinking of choosing at least 20 users with a lot of social media followers to make buzz. How do I respectfully decline the others but still encourage them to preorder?
