Design store checkout issues??

Is anyone else having issues with checking out on the design store? I have credits on my account but they don't automatically apply. I can manually apply them but "place order" button is just grayed out.

I did some googling and it seemed like a this was an issue last fall but I don't see anything recent. Is there a trick I'm missing?

Also, did they get rid of the express checkout for individual items? I don't see that choice anymore.
