Horn Of Jurgen Windcaller quest broken

Hey so I have had this same problem on 3 different characters where I retrieve the note in the temple to meet Delphine in the tavern, meet Delphine, and then I am unable to rent the attic room, I’ve tried using console commands like “setstage” and stuff like that but it hasn’t gotten fixed for me. Could it be my mods messing with the game?
