Who would Spencer actually have taken to the end?

At the Final Four, Spencer vowed to Tony in front of the jury that he'd take him to the alleged Final 2 if Tony just votes with him and forces a fire-making challenge with Woo. Say Spencer wins fire-making and then wins Final Immunity with the opportunity to take either Tony or Kass to Final 2. Does Spencer keep his word and take Tony or go with Kass?

My thoughts: Spencer seemed to be the jury's favorite and may have thought he'd look especially good keeping his word and beating Tony, who was less likeable, at the end. On the other hand, Spencer tells Tony he made a "good move" by voting him out and then Spencer chastises Woo for being loyal to Tony and not taking Kass, an obvious goat, to the end.
