How to correct?

I’ve had this tattoo since 2021 and it looked fine when I got it. I attributed the dark areas as bruising for awhile but then it never went away. I want to correct this because it just looks bad. I was thinking of covering it up I am afraid my whole arm will just look bruised. Is my only option a laser. Also, why did this happen.
