Stuck at lol 30 and not sure what to do!

So I've recently discovered that my character is bugged and stuck at lol 30. World tier is 8 and shd lvl is 1089. And suggestions on what needs to be done.all my progress is on this character and would live not to lose it but if I have to dam.
