Are West Lake winter tires good?

I went to Mr.lube to buy new tires for 225/55R17 size and the guy said it's going to be around $600 CAD plus tax around $675 for Westlake tires. He said they are better than imperial which are completely shit. Plus free tire change I also need them mounted on my rims. I saw them online for $120 so around $480 plus tax for all 4. What do you guys think are they trying to scam me? My budget is only around $600-$700 for winter tires.
