How to get a provisional driving license in the correct name

I want to apply for a provisional driving license to get a form of ID in my legal name. My passport is in my deadname, and I can’t see how to get a provisional driving license in my legal name, as I can only get it in my deadname. Any advice on how to get the legal name on the driving license
