SB 1343 attempts to abolish the Department of Mental Health and Substance Abuse Services and give all funding and records to the Department of Corrections for use

As the Title says, Rep. Humphrey has put a House Bill in for hearing in February to abolish the DMH and to have the DOC take over all records, property, and funding. Thoughts?
