Mentally ill person (possibly schizophrenia) living across from my daughter's daycare

Today, while dropping off my 2-year-old at daycare, I noticed a man nearby yelling loudly and using obscene language. He was saying things like, “F*** you and f*** your mother.” I brushed it off at first, but when I returned to pick her up, he was back on his porch yelling again, this time seeming to direct his anger toward me.

Inside the daycare, there are only two female teachers handling around 8 kids aged 8 months to 3 years. I'm very concerned about the potential risk, especially since he’s visibly annoyed by the kids’ presence and knows they’re there daily.

I called the police non-emergency line, but they told me, “It’s not illegal to swear outside.” When I asked for the officer’s name, she declined, citing “safety reasons.” A neighbor who lives next to this man told me she’s filed multiple reports, as he’s thrown garbage at her, made threatening gestures, called her names, and even bumped into her on the sidewalk. Her experience with the police was as dismissive as mine.

What steps can I take to ensure my daughter's daycare remains safe?
