Why are the dialogues in every cinematic/cutscenes so weird?

This is something that has always been bugging me and after seeing the new cutscene I'm again wondering why every single dialogue is so unbelievably weird. Like every villain speaks in this slow ass type of manner and the entire dialogue is almost nothing but phrases and short sentences. There's barely ever real dialogue going on for some reason.

Am I tripping or does anyone feel the same?
