Which minor villain deserves the Pyro/Frenzy/Greycrow treatment?

Doesn’t even have to be becoming a good guy but which throwaway villain (brotherhood/savage land mutates/morlocks/marauders/MLF/acolytes/dark riders/nasty boys/etc….) could just get fleshed out more in general?

My personal choices: Sunder cause he was even on the Muir island xmen, Gorgeous George for the cool power set, or riptide or Harpoon
