The DC Airspace map below depicts the special helicopter routes in DC. The NTSB briefing confirmed that the H-60 was due south transiting from Route 1 to Route 4 along the Potomac and the max altitude along that particular route is 200ft, but most recent data shows it was at 400ft, why??
